Biography:

Chung-Han studied for his Master’s degree as a Chevening Scholar at Cambridge University Law Faculty. He also completed his PhD at Cambridge under the supervision of Professor Jorge E. Viñuales. His doctoral research investigated a range of innovative contractual mechanisms, such as environmental and human rights clauses in investment agreements, cross-sector partnerships between environmental NGOs and energy companies, and other multi-stakeholder agreements to prevent and mitigate environmental and social harm caused by international energy transactions.

As part of the EPRG research team, he has worked with Professor Michael G. Pollitt (Cambridge Judge Business School) on China’s electricity market reform and low-carbon energy transition. This project was funded by the EPSRC Global Challenge Research Fund and involved a series of fieldwork trips in China. The research findings were published as a monograph ‘Reforming the Chinese Electricity Supply Sector: Lessons from Global Experience’ by Palgrave Macmillan in 2020, and the relevant research papers were kindly translated into Chinese by the British Embassy in Beijing.

In terms of legal practise, Chung-Han began his legal career as a government lawyer with the Environmental Protection Administration (EPA) in Taiwan, and as a liaison with the US federal EPA in Washington D.C.. Since January 2018, he has been working as an external legal advisor for Taiwan’s Ministry of Economic Affairs, focusing on energy trade (especially liquefied natural gas LNG), negotiations on environmental goods and services, the impact of artificial intelligence (AI) and digitalisation on the energy sector, SME issues, and Taiwan’s participation in WTO, APEC, OECD and CPTPP platforms.

After completing an OIES-Saudi Aramco Fellowship at Oxford University’s Institute of Energy Studies (OIES) in 2020, Chung-Han is currently an assistant professor at the Department of Environmental and Cultural Resources at National Tsing Hua University in Taiwan. As Taiwan’s power sector liberalises and decarbonises, Chung-Han continues to work closely with Taipower and the Taiwanese government on electricity market reform projects in Taiwan.
