Biography: Raphael was a member of the Electricity Policy Research Group and Trinity Hall at the University of Cambridge where he completed his PhD. Before attending Cambridge, Raphael trained as a barrister (Barrister-at-Law), and was called to the Bar in July 2007 in the Republic of Ireland. He holds degrees from Trinity College Dublin (BA, MA), the University of St. Andrews (MLitt), and the University of Cambridge (MPhil). In the past he has held visiting positions at Massachusetts Institute of Technology, MA, USA (visiting student), The University of Texas at Austin, TX, USA (visiting scholar), and the British Institute for International and Comparative Law (visiting research fellow). At the University of Cambridge, Raphael was a Teaching Fellow at the Faculty of Economics and also a Research Assistant at the Department of Engineering.
Research Interests: Raphael’s research interests are in energy and electricity policy and in particular on low carbon emitting energy. Of particular importance is the aim to understand the legal challenges involved in planning for energy infrastructure projects. Raphael’s research interests crosses the disciplines focusing on planning law, public administration, project management, and finance. Raphael’s other research interests include competition law, strategy and urban development, and heritage law and policy
